2019

Outlook on debt management

The Debt Management Annual Review summarises the funding and liquidity management operations of Finland’s central government and provides an outlook on the Finnish economy in the year 2019. Following last year’s focus on environmental issues, this year’s review emphasises the interaction between human capital and the economy.

5.5%

Finland invests in education. The OECD’s Education at a Glance 2019 shows that Finland’s expenditure on education accounted for 5.5% of the GDP, which is higher than the OECD and EU23 averages.

41%

Currently 41% of the Finnish population has a degree in higher education. The Vision for Higher Education and Research 2030 project has set a goal to increase the number of higher education graduates to 50% of young adults in Finland by 2030.

15.4

In addition to the education system, libraries have an important role in providing opportunities for learning. The average Finnish citizen borrowed 15.4 books from public libraries in 2018, which makes Finns one of the most active library users in Europe.
